I am completely unfamiliar with the 1300 twin-port engines. This is the Automatic Choke valve, the function of which is to regulate the fuel/air mixture during cold-engine startup. Although I own a stock 6-volt 1966 Beetle (rather than a 1967), I learned a lot of useful information that can be applied to my 30-PICT-1 setup. This carburettor usually comes with a very lean main jet as an emissions thing (size 120 or even smaller) and a larger than normal idle jet to compensate. Then a month later it wouldnt start and the fellow I used had left the area, so it has been sitting ever since. If it is closing too tightly, do the following. There is a wire coming to it from the positive side of the coil. This valve shuts off the flow of fuel when you turn off the engine, to prevent "running on." Screw this screw completely into the carb.
